Les Chemins de fer du Sud Caucasien (c’est le nouveau nom des Chemins de fer arménien après qu’il ait été attribué à une société russe) ont repris le 9 juillet le transport des passagers entre Yerevan et Batumi en Géorgie.

L’itinéraire fonctionnera jusqu’au 16 septembre. Les voitures transporteront principalement des vacanciers arméniens qui souhaitent se rendre pour une semaine ou deux sur les rivages de la Mer Noire.

Susana Tonoyan, porte-parole pour le ministre arménien des Transports et des Communications, a déclaré les trains au départ d’Yerevan à 19h arriveront à Batumi le jour suivant à 18h.

En Arménie les trains font des arrêts à Armavir, Gyumri, Vanadzor et Sanahin.

Le prix ne changera pas. Le coût d’un billet en compartiment double est de 18000 drams et le le coût pour un compartiment à quatre places est de 9300 drams.

North vs. South: Bulgaria's Infrastructure Discrimination

Bulgaria is the only country in the European Union without even one completed highway. This ridiculous fact aside, the Bulgarian government has recently taken steps to speed up the highway construction of the Trakiya, Maritza, Lyulin and Struma Highways.

In the last few months, representatives of the Bulgarian authorities have announced two other highway project - the Rila Highway connecting the capital Sofia to the Super Borovetz mountain resort, and the Rhodoppe Highway connecting the town of Gotse Delchev to the town of Kurdzhali.

These six highway projects have one thing in common - they are all located in southern Bulgaria.

Bulgaria has two more highways under construction. The Black Sea Highway connecting the two ports of Varna and Burgas, and the Hemus Highway connecting Sofia and Varna through northern Bulgaria (!).

To sum up, of the eight planned highways six are in southern Bulgaria, one is "neutral" so to say running north-south along the sea coast, and only one is located purely in northern Bulgaria - the Hemus Highway.

There is something else to note here - only two stretches at the two ends of Hemus are completed, and there are hardly any plans to build this road soon.

In contrast, in southern Bulgaria the government is not only speeding up the completion of the Trakiya, Struma, and Maritza highways but has also rushed to launch brand new projects - Lyulin, Rila, and even the most recent one, Rhodoppe.

What should we make of this? Bulgaria is divided into north and south part by the mighty Balkan mountain. The southern part of the country is slightly larger in size and in population. But it has also been traditionally the better developed, the richer part, to put it this way.

Then what sense does it make to throw all the efforts into infrastructure construction there, and to completely neglect the north? Why pour all the funds into the southern highways, and those around Sofia for that matter (Lyulin, Rila, Struma)? What about balanced development, which is the goal of every contemporary European state?

Why deprive half of the country of the possibility to realize its potential? Doesn't it make more sense to invest more public funds in the less developed regions the way the EU does?

Concentrating more funds in certain regions could be justified if, say, the rest of the country had no potential. But this is certainly not the case with northern Bulgaria today. In fact, its potential for the development would be great if only it had the roads and other transport infrastructure - ports, raillines, canals, tunnels - to realize it.

With the Romanian-Bulgarian border now non-existent because of the common EU membership, key Romanian cities such as Constanta (500 000 inhabitants) and Bucharest (over 2 million) are much closer to northern Bulgarian provinces than Istanbul and Thessaloniki are to southern Bulgaria.

Then there is the longer Black Sea coast, and the whole Bulgarian border with the Danube River. Clearly, there are plenty of opportunities to be realized here in terms of transportation, commerce, tourism.

Opening northwest Bulgaria to Serbia also makes a lot if sense. In the very least, Vidin is much closer to Belgrade than Sofia is.

Northern Bulgaria needs several bridges across the Danube. Some other project such as canals and irrigation facilities currently seem like science fiction, so we will put them aside. But, most importantly, it needs highways.

So I would suggest several projects - Miziya Highway running all across northern Bulgarian from west to east, and Danube Highway - running along the river from Vidin to Silistra, to the Black Sea coast.

Then, there is need for two highways in northeast Bulgaria - Dobrudzha 1 - Varna-Dobrich-Silistra, and Dobrudzha 2 - Varna-Dobrich-Constanta (Romania).

Extending the Black Sea Highway all along the coast north of Varna (and south of Burgas for that matter) is also a great idea.

And last but not least, keeping in minds the hundreds of thousands of Romanians who would gladly spend their vacation at the northern Bulgarian coast, another highway connecting Varna with Ruse will also be a great idea.

I don't think the need for these highways could be exaggerated! As I have often said - the Bulgarian authorities need to do two things - fix the education system, and build roads. The Bulgarian people will themselves will do the rest.

For the time being, however, it seems that the people in northern Bulgaria are greatly disadvantaged, or rather - discriminated when it comes to the construction of highways.

With this lack of infrastructure, and plans for it, northern Bulgaria is sentenced to remain the poorer and less attractive region despite all the development opportunities resulting from the opening of the borders.

Perhaps the overall situation in Bulgaria will start to improve only when its decision-makers start looking further than the Sofia Beltway and the influence of southern lobbyists.

Russia, Ukraine, Georgia, Armenia, Turkey planning Black Sea Ring Highway

/PanARMENIAN.Net/ Russia, Ukraine, Georgia, Armenia and Turkey are planning to launch Black Sea Ring Highway project supposing ferry communication, Russian Transport Minister Igor Levitin said. Kavkaz-Kerch (Ukraine) and Kavkaz-Poti (Georgia) are functioning. The project includes establishment of ferry communication with Varna (Bulgaria) and Istanbul (Turkey).

According to the Minister, the Black Sea Ring Highway project is supposed to be implemented in 2010-2015. The cargo traffic will raise from 2.000.000 to some 5.000.000 tons. In all, 12 ferries will be put into operation. “We don’t think there can be problems with Georgia except for some tariff issues. Anyway, Georgia can’t block the cargo pass,” Mr Levitin said, Georgia Online reports.

Le transport fluvial français se connecte à l'Europe

Modernisation du réseau, développement des plates-formes portuaires, mesures incitatives... La table ronde « mobilité et transports » du Grenelle de l'Environnement a rédécouvert les faveurs du fluvial et fait du secteur « une priorité absolue » dans la lutte contre les émissions de gaz à effet de serre. Cette modernisation, voulue à grande échelle, bénéficie de l'appui de plusieurs programmes européens. Notamment dans la construction du Canal Seine-Nord, opérationnel en 2014.

Premiers au nombre de ses kilomètres de voies d'eau, devant l'Allemagne et les Pays-Bas, les 8 500 km du réseau navigable français sont restés sous-exploités, inadaptés aux « gros tonnages » européens et constitués de tronçons en impasses, non reliés entre eux. Bilan, le transport fluvial ne représente aujourd'hui que 3 % de l'ensemble du trafic terrestre national. D'autant que les deux tiers des départements français sont dépourvus de voies d'eau.

Champion écologique

La part du transport fluvial va pourtant croissante en France, avec une hausse de 40 % en 10 ans, dont 7,4 % pour la seule année 2005... Ses 1450 péniches, barges et chalands, ont transporté 62 millions de tonnes de marchandises en 2006. Essentiellement des charbons, des céréales, des produits pétroliers et des granulats de construction répartis sur une dizaine de ports fluviaux. Paris, Strasbourg, et Mulhouse concentrent plus de la moitié des échanges. Sur les grands axes de navigation des « régions humides » - celles traversées par un canal - le fluvial occupe une place significative, de l'ordre de 30 % par exemple sur le Rhin. Cette croissance est appelée à se poursuivre. Transport propre et Grenelle de l'environnement oblige, le but est « d'augmenter le trafic fluvial d'un quart d'ici à 5 ans et de le doubler à 10 ans » fixe l'établissement public Voies Navigables de France (VNF), chargé depuis 1995 de gérer le réseau national de canaux.

Fiable et régulier, très économique, peu polluant, le fluvial s'avère l'alternative traditionnelle, « écolo », du bitume et des camions. Avec des tonnages très importants, souvent acheminés au coeur des villes. Principal avantage de la voie navigable : le coût. Le plus faible ramené à la tonne au kilomètre. Pour un voyage de 350 km, il faut compter entre 15 et 21 euros la tonne, tout compris, contre 33 euros pour un camion. En moyenne, la consommation sur un fleuve est également 4 à 5 fois moindre que par la route. La relance du transport fluvial promet une vraie diminution des émissions de gaz à effet de serre. Un gain estimé à environ 250 000 tonnes de CO2 par an dans le cas de l'ouverture du canal Seine-Nord Europe, programmé en 2014.

Chaînon manquant ?

Long de 106 kilomètres, le canal Seine-Nord Europe doit relier les bassins de la Seine et du Nord Pas de Calais, de Compiègne à Cambrai, et permettre le raccordement avec les grands centres maritimes de la Manche et de la Mer du Nord : Le Havre, Rouen, Dunkerque, Zeebrugge, Anvers, Rotterdam. Car le désenclavement de la Seine offrira une connexion directe avec le réseau des canaux nord-européens, dopant les échanges transfrontaliers avec le Bénélux. « A l'horizon 2020, les perspectives de trafic indiquent une multiplication par trois environ du transport fluvial dans le Nord-Pas-de-Calais », explique Pierre-Yves Biet, responsable du développement économique de la mission Seine-Nord Europe aux VNF. Large de 54 mètres, le canal est aussi conçu pour accueillir les barges à gros gabarit, 4400 tonnes et 200 mètres de long. Soit la cargaison de 220 poids lourds par voyage. Un report significatif du transport routier saturant l'autoroute A1 doit en découler, avec une baisse de 1,5 à 2,8 % de la part de la route.

Ce grand projet, de 4 milliards d'euros, a reçu le 28 novembre 2007 un financement européen de 420,19 millions € sur la période 2008-2013, dont 350 millions pour la partie française. Ce budget a été voté à l'unanimité des 27 Etats membres, parmi les chantiers prioritaires des futurs réseaux transeuropéens de transport (RTE-T).

Cap sur 2013

L'Hinterland européen – le « pays mouillé » – fédère 38 000 km de réseaux navigables et relie la Mer Noire à la Mer du Nord à travers le corridor fluvial de l'axe Rhin-Danube. Pour la Commission Européenne, les voies navigables sont naturellement un élément clé d'une politique de transport durable. Outre les grands travaux du programme d'infrastructures RTE-T, la voie d'eau et le transport fluvial sont aussi soutenus par le programme européen Naiades. Adopté en janvier 2006, il veut d'ici 2013 revoir les entraves administratives et réglementaires, améliorer les conditions du marché, rendre la profession de batelier plus attrayante...
« En France, c'est aussi le cas dans d'autres pays, nous sommes sur un parc de péniches vieillissants et sur une profession qui s'est réduite et peine à se renouveler, constate Patrick Lambert, directeur général adjoint de VNF. C'est pourquoi nous avons été l'un des fondateurs de l'association Entreprendre pour le fluvial, créée en 2007, et qui vise à repondre aux questions d'un jeune qui souhaiterait s'installer dans ce métier, acheter une péniche, etc. »

Le développement du transport fluvial ne peut se faire qu'à l'échelle européenne, poursuit Patrick Lambert. « C'est le mode de transport terrestre le plus international qui soit. Pour 1 km parcouru en France, chaque péniche et sa cargaison parcourt 2 km à l'étranger. Qu'ils soient français ou non, les bateliers n'ont pas de frontières. Ils ont donc besoin d'un certain nombre de services standardisés d'un pays à l'autre. Cette année, VNF va tester sur la Seine un système de géolocalisation par satellite des bateaux, adapté de l'AIS (Automatic Identification System) maritime. C'est un mouvement qui démarre. »
