2009, année de création de l'Union de la mer Noire?

A Varna, sur le littoral bulgare de la mer Noire se déroule une Table ronde consacrée à la Synergie en mer Noire –  nouveaux horizons à l’intégration européenne. L’événement est parrainé par l’Institut diplomatique de Bulgarie, l’Académie diplomatique de Russie et l’Association de politique étrangère de la République fédérale d’Allemagne. L’année prochaine pourrait être signé un Mémorandum de création de l’Union de la mer Noire, a fait savoir le prof. Zacharie Zachariev, président de la fédération d’amitié avec les peuples de la Russie et de la CEI. L’Union aura pour mission de créer des rapports étroits entre les pays membres de l’UE, les pays candidats à l’adhésion et ceux qui n’ont pas de telles intentions. L’Union de la mer Noire jettera les bases de la l’infrastructure en vue de la mise en œuvre de projets dans la région, notamment dans le secteur de l’énergie.

Vanessa Windship jette son regard dans la mer noire

Festival Photo de mer. La photographe britannique a vécu 10 ans dans les Balkans et 4 ans à Istanbul. Elle en est revenue chargée de clichés.

« Ce petit garçon sur le canapé est un réfugié abkhaze, qui vit avec sa mère en Géorgie, dans un appartement ou personne ne voudrait vivre. Je ne voulais pas, en légende, parler de son statut de victime. Je voulais lui laisser la possibilité de rêver. » Les yeux en l'air, ce petit homme blessé par la vie devient un grand garçon songeur, grâce au regard de la photographe qui expose dès aujourd'hui à La Cohue à Vannes dans le cadre du festival Photo de mer.

Tout au long de son voyage autour de la mer noire, Vanessa Windship a ainsi capté des regards, des émotions... Ni grande fresque historique, ni voyeurisme. Pour ne pas violer l'intimité de ceux qu'elle attrapait dans son viseur, elle s'est constamment assurée de leur accord tacite. « J'ai besoin de savoir que je suis la bienvenue, que les gens acceptent ma présence. » La photographe a choisi cet horizon car, selon elle, « la mer est la seule vraie frontière. Les autres ne sont que des constructions artificielles de l'homme. »

« Entre chronique et fiction », Vanessa Windship raconte ses errances autour d'une mer « qui sépare et réunit à la fois » les peuples qui l'entourent. Elle a choisi le noir et blanc, car « je ne voulais pas montrer la vérité. Le monde n'est pas en noir et blanc. Ces photos témoignent d'un voyage très personnel. Ce sont mes souvenirs. Nous pourrions être n'importe où ! » Les légendes parlent de souvenirs, d'anecdotes. Elles ne précisent ni lieu, ni moment. « Nous sommes souvent hors du temps. Cette femme sur un quai de train, on dirait une autre époque ! » Sur les routes de Roumanie, de Turquie ou de Géorgie, on croise de nombreux regards mélancoliques. Il y a cette vendeuse de glaces, affublée d'un gros noeud sur la tête. « Elle est très belle, et très triste à la fois. J'ai pris cette photo car elle me rappelle la période où je vendais des glaces dans un cinéma ! »

Capter ces regards est pour beaucoup une question de chance. « Un jour, j'ai passé de longues heures sur la plage, à attendre. J'ai suivi un homme qui jouait de l'accordéon. Un groupe de gitanes l'a appelé pour qu'il vienne jouer vers elles, elles l'aguichaient. Lui était dans son monde, les yeux fermés. C'était un très beau moment. » L'imagination fait le reste. Que regardent ces deux enfants, sur un port, l'air ébahi ? « Dans mon esprit, ils regardent un gigantesque poisson préhistorique. En vrai, c'était un énorme bateau de croisière de luxe... »

De son voyage, la photographe a aussi ramené quelques objets, « d'inutiles morceaux de nostalgie ». Un jeu de cartes, des coquillages, des carnets... Des passeports ou cartes de séjour, également, où l'on voit une jeune femme se prêter en souriant au jeu du photographe photographié.

INTERNATIONAL CONFERENCE ON ECOPROBLEMS OF BLACK SEA REGION IN ODESSA

Today an international conference started in Odessa on “ecological aspects of the Black Sea Region”. It is organized by the Wild World Fund and Heinrich Billy fund. The information is provided by the Ukrainian media.

During the conference the transport, energetic and environmental security items in the Black Sea region should be discussed.

According to the experts, at present, the Black Sea region is in the center of the UN’s geographical interests. The supply with oil and gas from Russia and Caspian gulf is fulfilled through the Black Sea.

It is proposed to accept a resolution which would define the view points of NGO-s about the Black Sea environmental problems. And this point will be discussed in Kiev, on 14 February.

Note: various organizations from the following countries take part in the conference: Belgium, Austria, Germany, Azerbaijan, Moldova, and Armenia.

The World Wildlife Fund an the Heinrich Boell Foundation (Belgium) will organize the conference, which will cover environmental problems involved in transport, power industry and security.

Representatives of nongovernmental organizations working in the field of ecology, all countries of the Black Sea basin, as well as Belgium, Austria, Germany, Armenia, Azerbaijan and Moldova will take part in the conference. The delegates to the conference will endorse materials of the studies, which will be later published in Brussels. The conference will result in a resolution expressing the position of nongovernmental organizations on environmental problems of the Black Sea. On February 14, the document will be submitted for consideration to the participants in the official meeting of the Black Sea countries' ministers in Kyiv.

International Black See Region Conference Kicks Off in Yerevan

YEREVAN (Radiolur)--An international conference entitled Enlarged Black Sea Region: Prospects of International and Regional Security began Monday in Yerevan. Organized by the Armenian International Economic Policy Research Group with assistance from the OSCE, NATO, the Kingdom of Netherlands and the Union of Alumnae of the Yerevan State University, the two-day conference features political and public figures, analysts, scholars, political scientists from a number of countries, including Azerbaijan and Turkey.
    The EU Special Representative for the South Caucasus Peter Semneby, who was also in attendance, addressed the conference on the issue of unsolved conflicts. These conflicts, he said, are the heritage of the collapse of the Soviet Union and double the challenges existing in the region.
    "The unsolved conflicts hamper the stability in the region and in some cases present concern with regard to the possible escalation in the future," Semneby remarked. "Despite the unexpected economic growth in the region, the South Caucasus is still associated with problems and conflicts."
    The most complex conflict in the region is that of Nagorno-Karabakh, Semneby but one should never get disappointed, he said in response to a question by Armradio.
    "I still continue to hope that there will be progress in the direction of the Karabakh conflict resolution. At this point diplomacy continues and I hope that it will yield results," he said. "I hope that the presidential elections will be a good opportunity for raising the question."
    The Black Sea Region has acquired a special degree of importance for the EU. Semneby noted. The South Caucasus, he said, has come closer to the EU border and are becoming full neighbors of the European Union.
    According to Semneby, the development of relations with countries of the South Caucasus is one of the EU's priorities. The European diplomat emphasized the "necessity of diversification of transport and energy routes, where an important strategic role belongs to the countries of the South Caucasus situated on the crossroads of Europe, Central Asia and the Middle East."
    Semneby called the Black Sea region "the place where world powers meet to solve the issues of fighting organized crime, illegal migration, opening of closed borders and unsolved conflicts."
    In a video address to the conference, the Special Representative of NATO Secretary General for the South Caucasus and Central Asia Robert Simmons declared that the Black Sea region can play a very important role in maintaining international security and stability.
    Simmons noted that there are a great number of problems in the region, which need to be solved and emphasized the necessity of developing economic and energy ties between the countries of the Black Sea basin. He also declared NATO's willingness to promote the processes of regional development and stability.
    "Although NATO is not immediately involved in the negotiations on the settlement of regional conflicts, we do hope that the parties will manage to come to terms and find solutions," he declared.

Science Conference in Yerevan

January 14-15 a science conference on expansion of the Black Sea region and regional and international security cooperation is to be held in Yerevan, Armenia. The event is being organized by the Armenian Union of Swedish Graduates and the Armenian International Studies Group. Vice-Chairman of the Russian Diplomats’ Union Vladimir Kazimirov and Assistant to US Vice-Secretary of State Matthew Bryza are expected to take part in the science conference.

The idea of expansion of the Black Sea region, the Armenian point of view of the problem, and the institutional role of the region in resolution of conflicts, as well as a number of other regional and international issues are to be discussed on the conference.

Political and social figures, representatives of mass media from CIS states, as well as from Bulgaria, Romania, Greece, Turkey, Slovenia, Germany, Great Britain and Portugal are to be present to the discussions.
